Exec. Approves Revised Publications Rules

The Association regulations governing the publications, "Salient" and "Spike," have recently been revised, and these new regulations have recently been approved by the Executive, who have requested that they be published. To those unfamiliar with the Constitution, we point out that these regulations, unlike the Constitution, can be altered by the Executive at any time.

18.
(a)
(i)There shall be published at the College a newspaper, "Salient." which shall appear at intervals throughout the academic year as circumstances permit, and which shall be defined as "an organ of student opinion at Victoria College."
(ii)There shall be published at the College a magazine "Spike," which shall be published annually, and which shall be defined as "an organ of student opinion at Victoria College."
(b)
(i)The Executive shall appoint for a yearly period, on or before the fifteenth day of December in each year, the editor of the newspaper "Salient" and the editor of the magazine "Spike."
(ii)The Executive shall appoint for a yearly period, on or before the fifteenth day of December in each year, a Business manager for the newspaper "Salient" and a business manager for the magazine 'Spike."
19.The duties of the editor of the newspaper "Salient" are defined as follows:-
(a)To arrange, in conjunction with the business manager, for the printing of the newspaper.
(b)To appoint such editorial and distribution staff as shall be necessary for the efficient management of the newspaper.
(c)to receive contributions for publication in the newspaper and to select from the contributions received those which he considers suitable for publication.
(d)To arrange for the writing of such articles, reports, etc., as he desires to have printed in the newspaper.
(e)To draw up in conjunction with the business manager, before the first day of February following his appointment, a budget for the ensuing year, which shall contain:
(i)An estimate of the revenue to be derived from sales and advertising.
(ii)An estimate of the number of issues to be published and the size thereof.
(iii)An estimate of the total expenditure for the ensuing year. The editor shall submit such report to the Executive for approval, and shall not make any substantial deviation from the terms of the budget without executive approval.
(f)To have printed in the newspaper any statement which the executive decides to have printed, such decision to be made at any meeting of the executive by a majority of those present and entitled to vote and such statement to be forwarded to the editor by the secretary.
(g)To present to the executive not later than the fifteenth day of December in the year following his appointment, a written report on the year's operations.
20.The duties of the editor of the magazine "Spike" shall be the same as those of the editor of the newspaper "Salient," where applicable, but will also include:
(a)To have printed in the magazine reports of all the College clubs whose secretaries have submitted such reports.
(b)To have printed lists of graduates for the current year, together with other records material which the executive desires to have printed.
21.
(a)The duties of the respective business managers of the news paper "Salient" and the magazine "Spike" shall be as follows:
(i)As set out in 19 (a) in conjunction with the editor.
(ii)As set out in 19 (e) in conjunction with the editor.
(iii)To arrange for the sale of advertising space in the respective publications.
(iv)To keep the accounts of the respective publications and to present a financial statement to the executive not later than the first day of February in each year.
(v)To pay the accounts of the respective publications.
(b)The signing officers for the bank account of the newspaper "Salient" shall be the business manager of "Salient" and the Accountant of the Association.

(a)There shall be a Publications Committee which shall consist of the following:
(i)The President.
(ii)The Accountant.
(iii)The respective Editors of the newspaper "Salient" and the magazine "Spike."
(iv)The respective business managers of the newspaper "Salient" and the magazine "Spike." (v) One executive member, other than the President.
(vi)Two members of the Association, not being members of the Executive, but appointed by the Executive.
(b)The President shall act as Chairman of the Committee.
(c)The Committee shall at its first meeting after the Annual General Meeting of the Association appoint one of its members to be Secretary of the Committee.
(d)The President, the Accountant, and the respective editors shall become members of the committee automatically on appointment to their respective positions.
(e)The other members shall be appointed by the Executive at its first meeting after the Annual General Meeting of the Association.
(f)The duties of the Publications Committee shall be as follows:
(i)To meet for the purpose of recommending to the Executive the names of persons whom the Committee consider should be appointed to the positions of editors and business managers of the publications "Spoke" and "Salient." such meeting to take place not later than the first day of December in each year.
(ii)To consider and report on any matter connected with publications which is submitted to it by the Executive.
(iii)To make recommendations to the editors of the publications "Salient" and "Spike" on any matters affecting the efficient management of the publications.
(g)A meeting of the Committee may be called at any time, provided three days' notice is given in writing, by the President or by either editor, or by any two members of the Committee.

(a)Notwithstanding anything to the contrary that may be inferred from reading these rules, the Executive may not give any orders to the editors of "Salient" and "Spike," apart from their duties as set out herein, except that they resign.
(b)The newspaper "Salient" shall be distributed in the Main Hall of the Victoria University College, provided that it shall be competent for the President and Secretary acting jointly, to order the temporary suppression of distribution of any issue, pending the decision of the Executive. Provided further that the Executive shall have power to order the cessation of distribution of any issue entirely and that it shall hold a special meeting within twenty-four hours of any temporary suspension to decide whether such suspension shall be continued or cease, the Executive's decision to be final on the question of suspension.
