David Shand - Senior Lecturer

The senior student rep on council, David Shand, is one of the youngest Senior Lecturers in the country. Aged 24, Mr. Shand has been seconded from the Treasury to Victoria University to lecture in Public Sector Finance.

This is associated with, although, not part of the Accounting Department.

Although his academic qualifications are a second class second division honours degree in economics, Mr. Shand is also a chartered accountant.

One of his four economics honours papers was substituted for an accountancy honours paper.

This, together with his experience in Treasury make Mr. Shand a "rare bird" in the words of the head of the Accountancy Department, Professor Sidebottom.

"He is in fact probably the only bird in NZ who knows enough about Government allocation techniques," he said.

Mr. Shand was one of a Treasury team of four specialised in economics, accounting and mathematical techniques.

"The Diploma of Public Administration will be altered next year to train people in the crucial question of how to allocate resources," Professor Sidebottom said.

"And Mr. Shand is amply well qualified to teach this,"
