My Dear Young,

—I send the inclosed, that you may see how strong the Council is in Protectionists. Baring is an out-and-outer; Stafford, Walpole, and Napier some of the most promising and rising men of the party. I take it for granted that, not to mention their sincere opinion on the subject, they are wise enough to see the necessity for their party of doing something popular and useful for the Empire, besides going for Protection.

I hope you may let me tell you one or two facts relating to party considerations, which I do not choose to write for fear of accidents. And I could only tell them in the strictest confidence. A knowledge of them would stir your inside.
